It could be webmaster error-- it's spelled right in the body of the article...

Yes. Or maybe an editor's error. Most large print/online publications automate the posting of articles but not their headlines, so the articles show up just fine but the headers, entered by someone with little familiarity with the actual subject matter of the article, gets munged 
(BTW - I only know this stuff 'cause I've worked with big line publications on occasion.)
